
Marvin Da Costa has dedicated over 30 years to helping individuals turn their dreams into reality. He has served as Operations Director for multiple specially funded projects focused on delivering comprehensive support services, academic enrichment, career readiness, and short-term training. These initiatives have supported new and returning students, incumbent workers, out-of-school youth, former foster youth, students with disabilities, justice-impacted, and veterans. The overarching goal of these projects has been to provide participants with clear pathways to earn educational credentials—such as certificates and degrees—and industry-recognized certifications that lead to gainful employment.
Since 2011, Mr. Da Costa has worked at Los Angeles Trade-Technical College, where he has coordinated and managed Advanced Transportation and Manufacturing (ATM) Pathway projects to develop workforce-aligned programs that address evolving industry needs. More recently, his focus has shifted to employer engagement—connecting students with internship and employment opportunities in the transportation and manufacturing sectors. He has partnered with industry employers and transit agencies to identify talent pipelines and develop training curricula aligned with workforce demands.
Mr. Da Costa has served as the Academic Senate President of Los Angeles Trade-Technical College since 2020, where he plays a key leadership role in shared governance. He oversees faculty professional development, academic policy development, and curriculum review. His responsibilities include shaping policies related to degree and certificate requirements, grading standards, and academic programs. He also contributes to institutional accreditation, strategic planning, and the alignment of campus and district budgets.
A champion of student success, Mr. Da Costa fosters collaboration among faculty, administration, and community stakeholders to advance student learning through curriculum innovation, inclusive policy development, and targeted student support initiatives.
