Lilia Montoya

Lilia Montoya is a seasoned transportation executive with 19 years of experience in the private and public sectors with a track record of success in driving innovation, sustainability, and efficiencies within multimodal transportation industries.   Major projects that she has led include the transitioning to electric and sustainable fleets, promoting community and industry focus in transforming the social, environmental, and economic well-being of diverse communities while improving safety and service quality.

Ms. Montoya is currently serving as Chief Operations Officer – Bus for North County Transit District.  She has held additional transportation leadership roles with Long Beach Transit, Los Angeles County Metropolitan Transportation Authority, Los Angeles Unified School District, Tri-County Metropolitan Transportation District of Oregon (TriMet) and Union Pacific Railroad.    

Ms. Montoya has brought her expertise to the graduate program in Transportation Studies at the Mineta Transportation Institute as an adjunct professor. Additionally, she holds a position on the Advisory Board for the Women in Leadership program at the University of Colorado Springs.

Ms. Montoya graduated from Pepperdine University with a BS in Business Management and has a Master’s in Organizational Management.
