CTTC is seeking qualified curriculum development partners for a new statewide training initiative
The California Transit Training Consortium plans to release a Request for Proposals for the development of six Fuel Cell Electric Bus training courses supporting California’s transit workforce.
The forthcoming RFP will seek qualified curriculum developers, instructional designers, hydrogen technology specialists, transit training providers and project teams with the experience needed to develop technically accurate, industry-aligned training for transit professionals.

California transit agencies are expanding their use of fuel cell electric buses as part of the state’s transition to zero-emission public transportation. This transition requires technicians, operators, engineers, supervisors and other transit professionals to understand the specialized systems, operating procedures and safety requirements associated with hydrogen-powered vehicles.
CTTC is launching this initiative to create a standardized statewide FCEB curriculum that can be used by transit agencies, California community colleges and participating workforce training programs.
The curriculum will be developed over an anticipated 18-month period and will include online asynchronous and in-person instructor-led training.
The selected contractor or project team will support the development and delivery of six courses:
A two- to four-hour online course introducing hydrogen properties, fuel cell technology, system fundamentals and essential safety concepts.
A two- to four-hour online course providing an overview of fuel cell electric bus components, maintenance requirements and technician responsibilities.
An eight-hour instructor-led course focused on troubleshooting, diagnostics, repair procedures and corrective maintenance practices.
An eight-hour instructor-led course designed to prepare operators and other personnel to safely and effectively operate fuel cell electric buses.
A two- to four-hour online course addressing the interpretation and application of piping and instrumentation diagrams, commonly referred to as P&IDs, within hydrogen and fuel cell systems.
An eight-hour instructor-led course covering scheduled inspections, maintenance procedures, documentation and preventive maintenance practices.
Hydrogen Fueling Safety, the first course in CTTC’s planned FCEB curriculum series, has already been developed and is not included in this procurement.

The project is intended to expand access to consistent, high-quality FCEB training across California and help agencies prepare their employees for the continued deployment of hydrogen-powered transit vehicles.
Dates are subject to change. The formal RFP will contain the final procurement schedule, scope of work, deliverable requirements, evaluation criteria and submission instructions.
